This on-call driver rotation spreadsheet is a free Excel template for planning primary and backup coverage, recording call-out activity, reviewing workload balance, and estimating on-call costs in 2026. It is organized into Dashboard, Rotation Schedule, Drivers, and Settings sheets for fleet managers, dispatchers, service fleets, delivery teams, small carriers, and owner-operators.
The populated driver and shift records near the top are samples, not blank operating records. Review or remove those examples before entering live information. Blank input rows continue below them, while formula cells are already prepared through row 204 on the schedule and row 104 on the driver roster.

Instructions
How to use the file
1. Review the planning assumptions
Begin on Settings. Enter your planning values in Settings B3:B9: on-call stipend per non-canceled shift, call-out hourly rate, minimum paid hours per call-out, mileage reimbursement rate, dashboard look-ahead days, fairness-window days, and near-term warning days. The included starting values are $75 per shift, $28.50 per paid call-out hour, two minimum hours per call-out, $0.67 per mile, a 14-day look-ahead, a 90-day fairness window, and a three-day warning period.
The same sheet supplies status choices of Planned, Confirmed, Completed, and Canceled; Yes or No choices; and coverage areas of North, South, Central, Airport, East, and West.
2. Replace the sample driver roster
On Drivers, use Drivers A:J for Driver ID, Driver Name, Mobile Phone, Home Base, Active status, On-Call Eligible status, Rotation Order, Preferred Coverage Area, Max On-Call Shifts/30 Days, and Notes. Driver IDs and names are validated for uniqueness. Rotation order accepts whole numbers from 1 through 100, while the 30-day maximum accepts 1 through 31.
Keep Drivers K:N as calculated cells. They return Shifts in Fairness Window, Last On-Call Date, Days Since Last On-Call, and Driver Check. The check can identify duplicate IDs, duplicate names, and an eligible driver marked inactive. The top rows contain sample people; formula and validation ranges continue through row 104, leaving prepared blank roster rows below the samples.
3. Enter assignments and completed activity
Use Rotation Schedule A:M for Shift ID, start and end dates and times, Primary Driver, Backup Driver, Coverage Area, Status, Call-Outs, Call-Out Hours, On-Call Miles, and Notes. Dropdowns connect driver names to the roster and coverage areas and statuses to Settings. Dates are validated from 2020 through 2035. Call-outs accept 0 through 99, call-out hours accept 0 through 100, and mileage accepts 0 through 5,000 miles.
Leave Rotation Schedule N:R intact. These columns calculate Shift Hours, Paid Call-Out Hours, Estimated Pay, Schedule Check, and Primary Overlap Check. Populated sample shifts appear first. Blank input rows continue through row 204, with formulas and validation already present.
4. Review coverage and exceptions
The Dashboard outputs are formula-driven, so users do not enter routine schedule data there. Its as-of date uses Excel's TODAY function. Review active eligible drivers, upcoming shifts, unfilled shifts, schedule issues, projected cost, completed call-outs, rotation spread, and completed on-call miles. An upcoming-shift list shows primary and backup drivers, coverage, status, and checks. A driver summary and chart compare shifts in the fairness window.

Plan Primary and Backup On-Call Coverage
Each schedule row keeps the assignment with its operating period and coverage area. Record a unique Shift ID, start and end date and time, primary driver, optional backup driver, area, and current status. Overnight rotations are supported because start and end dates are stored separately from their times.
Use Planned for early scheduling, Confirmed when coverage is settled, Completed when recording finished activity, or Canceled when the shift will not operate. Upcoming dashboard counts exclude canceled records. Unfilled upcoming shifts are counted when a non-canceled shift in the look-ahead period has no primary driver.
Record Call-Out Activity and Planning Cost
After a shift, enter the number of call-outs, actual call-out hours, on-call miles, and any useful notes. Paid Call-Out Hours uses the greater of actual call-out hours or the number of call-outs multiplied by the minimum paid hours setting.
Estimated Pay adds the per-shift stipend, paid call-out hours multiplied by the hourly rate, and on-call miles multiplied by the mileage rate. Canceled shifts return $0.00. These amounts are planning estimates only and are not payroll or accounting calculations.
Compare Rotation Workload Across Drivers
The driver roster counts each person's non-canceled primary assignments inside the configured fairness window. It also returns the latest on-call date and days since that assignment. The Dashboard displays driver, rotation order, shifts in the window, call-outs, last on-call date, days since last shift, and fairness status.
Rotation Count Spread is the difference between the highest and lowest displayed shift counts. The chart compares Shifts in Window by Driver. Amber workload highlighting is only a review cue because Max On-Call Shifts/30 Days and the configurable fairness window may cover different periods.
Review Schedule and Roster Exceptions
Schedule Check can return messages for a duplicate Shift ID, missing date or time, or an end that is not after the start. Primary Overlap Check compares non-canceled assignments for the same primary driver and flags overlapping periods. The Dashboard brings schedule and overlap results into its upcoming-shift review.
Driver Check supports roster cleanup by identifying issues such as duplicate IDs, duplicate names, or an on-call-eligible driver who is inactive. These checks assist planning; they do not contact drivers, send reminders, assign rotations, or validate hours-of-service and other regulatory requirements.

About this workbook
No. Rotation order, workload summaries, and fairness information support the dispatcher's decision, but primary and backup assignments must be entered manually on Rotation Schedule. The file does not contact drivers or send reminders.
The calculation applies the minimum paid hours per recorded call-out. It returns the greater of actual Call-Out Hours or Call-Outs multiplied by the minimum-hours setting. For example, two call-outs with a two-hour minimum establish four paid hours unless actual hours are higher.
The measures use different criteria. Upcoming KPIs use the configured look-ahead period and exclude canceled shifts. Dashboard call-outs and miles use completed records in the fairness window, while driver shift counts include non-canceled primary assignments in that window.
The confirmed overlap formula checks the Primary Driver against other non-canceled primary assignments with intersecting times. The workbook does not provide a separate confirmed backup-driver overlap calculation, so backup availability still requires review.
